Default suspicious about new modem from ISP

Hi, I am From the Caribbean and Cable & Wireless has been taken over by "LIME" here. My problem is the company is swapping everyone's modem or router for free with a Siemens SE587. The problem is on installation, the modem is asking permission to allow the ISP access to the modem remotely. If permission is not given then the installation is aborted. I am very concerned about this and wonder if this is the norm, and what are the implications of them having access?
