Default Is this router "bricked"?

I have a working BT Voyager 220v and a spare with power supply I just bought off ebay. The power supply is good; I'm using it now with my working router.

When I apply power to the "new" router - various lights come on for about 30 secs, then go out. Try a reset; same thing. Plug in an ethernet cable and the pc complains it's not connected.

I'm new to all of this and have no idea how a bricked router would behave. Could this be it?

There is no "definitive" answer, which is probably why noone has replied yet. Have you tried to ping it? Does it reply?
