Question Info P2P and broadband United Kingdom...

Dear guys,

I am an Italian student and I have to live in UK for a year.
I'd like to know what is the situation about downloading restrictions here in UK..
Obviously downloading of something copyrighted from P2P is illegal in Italy as well as everywhere, but I'm realising that laws seems stricter here... So I'd like to know if I could use Emule or not, if it's dangerous....

I'm looking for a way to connect to the net but I've seen that mobile broadband contracts all have restrictions in data (for instance 3 gb per month).. Moreover I've read in the advertisement: "3gb are only for surfing and not including downloading or video" or something like this... Is it true? Don't phone companies allow to use file sharing softwares? Or downloading is totally illegal and everyone can be immediately "detected"?

In Italy I had a dongle with restriction in hours (100 per month) but not in data... Do u know what's the best broadband contract here? You know if data restrictions count for only download or for both download and upload?
