I have a lot of video clips in various formats and I'd like to be able to view them as thumbnails in Windows Explorer. Is there a piece of software that will do this? I'd prefer freeware, but I'll pay if I have to.

If Windows Media Player can play the videos, then thumbs will be created. So, if you have your videos saved in WMV or MPG then Windows will automatically create thumbs for you.
Otherwise, it's a guessy-game as to what will work, if anything. I'm running Vista Ultimate x64, and have a lot of MP4 video files. Even with a codec pack installed, Windows will still not render thumbs for those videos... not that it bothers me. If you download a codec pack such as K-Lite Codec Pack, Windows Media Player will then be able to read most/all of your videos and, therefore, may (or may not) give you thumbs.
