PhoneBrain – the schools programme set up by industry regulator PhonepayPlus that helps students create a mobile ringtone or business plan in the classroom – is back for its second year, with backing from the Department for Children, Schools and Families.

New research from PhonepayPlus shows that 37% of 11- 17 year olds have used music or video content on their phone in the past six months. PhoneBrain, which combines the skills students are required to learn with young people’s passions for music, social networking and mobile content, explains how to use phone-paid services – such as voting on TV shows, entering competitions, and downloading mobile games and ringtones – safely to avoid unexpected charges.

Iain Wright MP, Parliamentary Under-Secretary of State for 14-19 Reform and Apprenticeships, said:

“The DCSF supports PhoneBrain which sees teachers, regulators and industry working together to make sure young people can use new technology such as smartphones safely and with confidence. PhoneBrain delivers a clear message to young people in a fun way: be sure and be confident about what you buy on your phone.”

This year, PhonepayPlus has teamed up with Habbo (a virtual world and social networking site popular with teens) and Fugative (16-year-old independent music artist, producer and publisher) to help teens use the skills they learn in the classroom to develop an animated Habbo ‘avatar’ mobile ringtone, create their own phone-paid service business plan, or both!

Using Adobe software, the ICT (Information and Communication Technology) lesson challenges young people to create a mobile ringtone using a Habbo ‘avatar’ (a virtual character used to represent a real person) and exclusive music content, provided by Fugative and his label, Hard2Beat Records. Fugative is also inviting students to create a ringtone for his mobile, with the chance to win VIP tickets to one of his concerts.

Enterprise enthusiasts are encouraged to create a business plan for an innovative, new phone-paid service, taking into consideration the rules that apply to providers of these kinds of services. These budding entrepreneurs will be able to submit their proposals to be judged by a panel of experts and finalists will win a half-day ‘shadowing’ Fugative to get a feel for an average day in the music business.

PhonepayPlus’ Chief Executive, Paul Whiteing, commented:

"Young people enjoy buying the latest content for their mobile, but a small minority are still falling foul of confusing pricing or unclear subscription charges and could lose their credit or rack up large bills. PhoneBrain aims to give students the confidence to enjoy these services, knowing they’ll get what they wanted at the price they expected to pay.”

My 12 year old son phoned it as it was to do with 'free credits' for 'Habbo Hotel' .My phone bill shows 'premium number and cost £3.00 each call . I advise ... Don't call this number. I won't mention how many times he called it as it hurts

yes i have had the same problem, so far it has cost me around £70. i have blocked this number but at first i wasn't sure what the number was. thank you for saying me the time in looking up what this numbeer is.

Habbo hotel credits - but only 10.
If your child gets hold of the phone they may also dial 09069009100, 45 credits and £3 a shot or 09071267898, couldn't find any reference to that or 09065753633 a £3 per minute menu system designed to keep you on the call by " for credits press 6" and so on.

we banned all 090 numbers, yet they still appear on the bill! so far it has been over £150! we don't actually use the phone...on the nights in question no one is actually in the house when the 'calls' are made. The 'calls' are from your own computer. We will be seeking compensation, it is under way..will keep all posted.

yea this number is for habbo hotel credits what happens is u ring this then give ur code and it addes 45 credits to ur habbo account
when ur child said free credits basicly he enterd some one elses code because that person said it was a secret code which habbo staff members use (im 18 and i used to play the game so i know quite abit about the scams going on)

Hi, I use habbo, and I would just like to say that the website that this number is from, dosnt actually belong to habbo, its actually an illegal site, i have reported the website

to habbo, and they are investigating the issue with a partner Sulake whos a specialist in such siturations.

Also i would advise if you are not happy with paying it, that you inform your child, that the credits they buy will come out from there pocket money or bank account. Rather than not letting them spend there own money on it, or they may decide to find ways like the above number to get credits on to there habbo account. On the offical habbo website, www.habbo.co.uk there is a secure way of gettings credits, and you can either do it by text, phone, debit card or some other ways that are simular to paypal, however they dont use paypal.

Just been checking my phone bill to see 0906900910 and 09066610150 appear on my phone bill. luckily it wasn't much £10 in total and i have made my son give me the money back. I've explained to him about it and he's agreed not to use it again. Think it's wrong sites intice children to play their games by offering them free usage and then they realise to adavance better they need to get the credits.

I've just received my quarterly phone bill. Calls to 09069 009100 numerous times and also to 09056 575575 numerous times. Total bill over £200!!!I've been onto BT and requested that all 0900 numbers are blocked from my phone but am concerned to read that someone else did this yet is still being billed. Does anyone have any further information on this?

Ive just had my phone bill and have noticed that the bill has gone up dramatically by £100 only to find out that I had this number on the bill repeatedly. I checked it out and found out that it was to do with Habbo and realised my son was on the Habbo site and had been getting credits. I am wondering as this site is one big scam whether or not i can get my money back??

Fortunately I discovered that my step - daughter was using this site before she ran up too much (around £25 worth). I have blocked premium rate & mobile numbers. I was given this advice :-

Try system restore to go back before the calls started, hopefully wiping the pc memory & run a complere virus scan.
If that fails wipe the hard drive clean & ensure a good anti virus is installed + enable parental controls.

My brother informed me this week his phone bill had £20 of premium rate calls from this number as my son 11 had been on habbo and use his phone to buy credits when we visit him, he told me to check my bill lucky I did as my son had phone this number 78 times during the last 6 weeks amounting to £217 thank goodness I caught when I did I dread to think what the end of quater bill would have been. I have banned him from this site now and given him some jobs to do around the house and garden until he pays it back. So be warned and speak to your childs friends parents too as they are probably doing the same.

I just logged into my phone account to find a heart breaking £225.17 bill. O nly £75 is for normal use. The rest is 09069009100. My son and daughter are at school at the moment so I dont know which one has been phoneing it. With xmas near and just been made redundent it couldnt have come at a worse time.Can I claim anything back.

My 11 year old son just got home to find out he has just had £50 knocked off his xmas present list!

He now feels rather stupid but it really not to blame and I will be contacting Habbo who I feel should be held responsible for something on their website that makes their young users think it is free when it is a pure scam.

My daughter has just admitted to phoning this number and so far its cost £50.00 but next months bill still to follow. the website except no responsibility but do say that calls are blocked after they exceed the £25 limit but my daughter used over that in 4 days so how does that work? I've queried this but they have failed to respond so far.

i have just discovered this problem after viewing my latest phone bill my son has cranked £50 worth in the last month i am furious. i have emailed habbo and await there reply this is an issue that needs to be sorted and bought to the attention of trading standards or someone i myself will be contacting them first thing and will take this matter further. wether it is directly habbo's fault or not it is happening through their website so they need to do something about it or it should be shut down. My son had no idea

I did contact Habbo & their get out clause is that I should be a more responsible parent & there are plenty of warnings on line & when they make the phone calls. After a while Habbo just failed to respond.

Just got the same. My 12yr old son. Its only £30 but thats a lot to me and my wife. Very angry about this site. They must have loads of kids doing the same and they must be lol. Trouble is these days no-one sticks together as in power in numbers. I started a web site just for things like this called wreckmyhead.com. Unfortunately, I have not had time to finish it and meanwhile the forum has been overtaken by spammers. However, I will be getting it reset and spending some time setting out exactly what the sites about. Anyway keep the site in mind and give it a visit in a few weeks when its running properly. The more people complain about the same and similar scams the better.
Habbo hotel has been removed from my sons computer..permanent!

No suggestion that Habbo are actually dishonest in what follows BTW, but big questions over the appropriateness of marketing to kids in this way ...

Habbo Hotel (I gather) is a kind of virtual world for kids to use. The kids can use the basic functionality for free, or buy "credits" to obtain more functionality.

If you got to the Habbo site, you find the screen shown below.


You can see the problem straight away. Sites like this essentially turn your kid's phone into a credit card. (click to enlarge)

BTW (for any "newbies" reading this) mBlox is a "Service Provider" that has been fined by the "regulator" PhonepayPlus well over fifty times of teaming up with crooked "Content Providers" to run premium rate scams. Apparently, mBlox regards these fines as an "occupational hazard".

MBlox were named "Premium Rate Pests of 2008" by the Daily Mirror.

Again, no suggestion that mBlox itself is dishonest. MBlox merely acts as a kind of "conduit" for these "services".

It's a bit like if I buy a second hand BluRay player from someone in a pub for a fiver. That doesn't make me a burglar ........... does it?

Anyway, the CEO of mBlox is someone called "Andrew Bud" who used to be on the board on the "regulators" Phonepayplus - until he had to step down because of "compliance issues".

Funnily enough, the previous time that PhonepayPlus launched one of it's "PhoneBrain" initiatives, this also turned out to involve someone with "compliance issues".

One might almost think that there is nobody in the premium rate industry that we can trust!

my beef with all this is:

should the Government/schools be allowing an 'industry' into schools to promote/advertise themselves to children.
there's a very fine line between education and advertising.

should these people be suggesting or encouraging our children that it's ok for them to use their phones as a 'credit card'?

[i would have thought that a decision solely for the legal guardian]

And, while there is no suggestion of any kind of scam in the arrangement that is being promoted by PhonepayPlus, there is (it seems to me) a potential conflict of interests in the promotion of activity that will presumably lead to an increased revenue stream for a former board member of PhonepayPlus - and (to boot) a former board member who left under something of a cloud.

Interestingly, Habbo are in the news today for failing to police the behaviour of the kids (and paedophiles pretending to be kids) who use the site.

Should your child play in Habbo Hotel?

Exclusive: a Channel 4 News investigation uncovers shocking lapses in the moderation of a hugely popular online game used by young teenagers, including interactions of an explicit sexual nature.

Seemingly innocent, Habbo Hotel, with its bright colours, pink teddy bears, flashing lights, and roaming ponies, is one of a growing number of virtual worlds created for kids. And with 10 million unique visitors a month, it is "the world's largest social game and online community for teenagers".

The game is set in a virtual hotel, where kids create avatars with which they can move around rooms, chat to other users in public or privately and even buy credits in the real world to furnish their virtual hotel room.

Channel 4 News producer Rachel Seifert spent two months playing this seemingly innocent game posing as a young girl. She found alongside the balloons and teddies, chats and interactions of an explicit sexual nature. The ease with which this happened was shocking.

There should be the equivalent of the virtual fire-brigade jumping in on this, but it's not happening.
John Carr, child safety expert

Rachel said: "The chat was very sexual, perverse, violent, pornographic, overtly sexual acts, people saying they were going to do things to others, and it was very graphic.

"Within two minutes I was being asked individually 'do you have a webcam?', 'can we chat on (instant messenger service) MSN, on Skype?' I was also within a couple of minutes asked to strip, fully naked, and asked what would I do on a webcam."

Rachel played the game 50 times and on each occasion had similar experiences.

Channel 4 News found the site to be full of pornographic sexual chat, despite the fact it is aimed at children as young as 13 years old. We know from our own research that youngsters of nine play on Habbo Hotel.


Avatar request

When we played the game with one of the world's leading experts on child safety, John Carr, we were soon being asked to move away from the game and onto Skype or MSN. We played the game at 4.30 in the afternoon. Within minutes we were sent a friend request from an avatar called DirtyBoii who soon messaged our avatar, "Can I ask u what yr body's like".

John Carr told us: "A moderator should be jumping in right now as it's not hard to see where this is going before it gets a lot worse. This is very worrying and going in a very bad direction.

"Here's someone aged 11 being asked to leave the site. There should be the equivalent of the virtual fire-brigade jumping in on this, but it's not happening.

"If I was a parent of an 11-year old girl on this site, I would want there to be a moral panic. This should not be happening. What I've just seen makes me think this is a dangerous place for youngsters to be.

"Businesses shouldn't put children at risk. If they are in this business, they have to be in it in the right way - the right moderators, the right software, to stop this happening."

In a statement, Paul LaFontaine, the chief executive of Sulake, the company which owns the website, told Channel 4 News it is committed to ensuring that children are safe on the site: "Any online community that allows users to assume virtual identities may be open to abuses, which is why we work hard to keep users safe, filtering content and blocking inappropriate users.

"We also provide education and rapid-response support to users who experience uncomfortable conversations."

He added: "Habbo's moderation and safeguarding procedures includes employing more than 225 moderators, tracking some 70m lines of conversation globally every day on a 24/7 basis. These moderators cover all time-zones and the multiple languages in which Habbo users converse."

Paedophiles

We made further inquiries about Habbo Hotel and found that it is more than kids who have been role-playing on the site. We investigated, and found two recent cases where two paeodphiles have been convicted for sexually abusing dozens of kids who they befriended on Habbo Hotel.

One, Matthew Leonard, was recently jailed for seven years - one of the longest prison sentences of this kind due to the nature of the case.

Leonard used Habbo Hotel to befriend youngsters who he then persuaded to go off the site, in return for free "furniture" for their room, which would normally cost users money.

From there, the girls were persuaded to strip and show themselves on webcams. This was then used to blackmail the girls to commit further sexual acts for him via webcam.

Police investigations traced over 80 victims. All were originally contacted on Habbo Hotel.

Since we alerted them to our findings, Habbo Hotel has posted the following warning to its users: "We do not promote or allow explicitly sexual content. Cybering (talk simulating sex) and cam requests are strictly forbidden in Habbo. Any room that is set up to clearly signal cybering activities will immediately be shut down."

However, the case of Habbo Hotel highlights a major problem with games targeted at children in an industry which is self-regulated.

Channel 4 News has passed the findings of the investigation to the government.
