Got a call from 0704 920 2080 today, caller (recording) says 'hello, hello, can you hear me' followed by some static and then hangs up.

I don't know if this is a premium rate number?

BACKGROUND

Between May and June 2010, the Executive received complaints in relation to ‘070’ numbers across three Network Operator platforms. Almost all the complaints reported an unsolicited telephone call and a man’s voice saying “Hello! Hello, can you hear me?”.

SANCTIONS

Having regard to all the circumstances of the case, including the revenue of the service, the Tribunal decided to impose the following sanctions:

A Formal Reprimand;
A fine of £125,000.
The Tribunal ordered that the Service Provider be prohibited from involvement in or contracting for the provision of any premium rate service for a period of two years commencing from the date of publication of this decision.
so apart from pocketing £125,000 share of the fraud what did PhonepaypPlus achieve?

Just had a call from an unknown person. It sounds like many previous callers have had. A man saying Hello ,Hello and then ringing off. I did not attempt to return the call, but looked on the web. Glad I did.

1.20pm 14th March 2011 received call from mobile? man says - hello hello hello? and then hangs up

DON'T call them - Fixed charge 50p + around 5p/ min
when are the Government going to force Ofcom to get rid of PhonepayPlus and these fraudulent valueless services?

and the 0704920xxxx block belongs to 2Communications Ltd (not somebody in the bloody 'Cayman Islands')

These 070 numbers are not mobile numbers, they are a type of premium rate number. They are very expensive to call. Your Network take a share of your money before passing the rest on to the company that owns the numbers. These types of fraud generate millions for the Networks. That is why Ofcom turns a blind eye.

the above 'scam' appears to be organised fraud that 2communications Limited is profiting from.

Their 070 490 xxxxx numbers are also being used in a missed call/call back scam

I received a missed call from this number this morning. This number is NOT a MOBILE number. This number is a FLEXTEL (Premium rate) PERSONAL phone number. The call charges for this can be VERY high, especially if called via another mobile.

its up to people to wake up to how Ofcom are helping and allowing the Networks and the Premium Rate Industry steal money from them.
