Default Explorer and Outlook Express fail to connect to live broadband ISP after hibernate

In XP Explorer (version 7.0.5730) and Outlook Express are failing to reconnect to live Broadband ISP after hibernate or sleep. No problems when starting from cold!

I had to use Tools>Diagnose Connection Problems in order to connect to live Broadband ISP after putting system on hibernate.

The diagnostic action effected reconnection and the report follows. Wondering if this will be a permanent cure or I need to do something to resolve the problem permanently.

This desktop is hard wired to a router. An active wireless connection to laptop was working at the time the diagnosis was run.

Advice from gurus appreciated on significance of report and suggested action plans
